Sri Lanka’s economy is fast being integrated into the global economy. The only way to survive under the competitive economic forces created by globalization process is to develop a strong enterprise base, which can compete not only in the global market but in the growing local market too.
Investor Opportunities in Public-Private Partnership

Experience world over has established that a viable enterprise base cannot be developed by the effort of state organizations such as NAQDA alone. It is universally accepted that the private sector has to take a lead role in development of all kinds of industries in a country. Therefore, as a measure to face this great challenge, NAQDA has decided to join hands with the private sector to establish public-private partnership ventures in selected aquaculture industries. The objective of this policy is to provide a jump-start for the aquaculture industry in the country, while attaining a self -sustained basis for NAQDA.

The Government of Sri Lanka has entrusted the Authority to enter into such arrangements through the NAQDA act. Under the section 11 of the NAQDA act (No. 53 of 1998), among other functions, the NAQDA is expected to,

  • Promote and develop small, medium and large scale private sector investment in aquaculture;
  • Promote farming of high valued fish species including ornamental fish, for export;
  • Carry on business as an importer, exporter, seller supplier and distributor, of aquatic resources;
  • Prepare and implement plans and programs for the management and development of aquaculture and aquatic resources.

In the section 14 of the act (sub section (g)), the NAQDA is vested with significant powers to carry such function as follows.

“…… enter into, perform and carry out, whether directly or through any officer or agent authorized in that behalf, or by way of joint venture with any person in or outside Sri Lanka, all such contracts or agreements as may be necessary for the discharge of the functions of the Authority; …..”

And in the subsection (n) of the Section 12 to,

“…… accept stocks or shares or debentures, or other securities of any company, society or undertaking in payment or part payment for any service rendered by the Authority to such company, society or undertaking or for any sale made to, or debt owing from, any such company, society or undertaking, by or to the Authority, and which is likely to promote or advance the objects of the Authority; …..”
